The mission of Connect Albania Program is to promote the engagement of Albanian Diaspora in the economic development of Albania, serving as a mediation platform for the promotion and entry of foreign investments to Albania. Connect Albania is an activity foreseen and implemented in the framework of the Diaspora Program of IOM in Albania “Engage the Albanian Diaspora in the social and economic development of Albania”.
Connect Albania Program is implemented by the overall program structure composed by the Steering Committee, Connect Albania Unit, Office of Connect Albania Program, and the Development Agent(s) serving as mediators for the members of Albanian Diaspora and the foreign Potential Investors.
Any individual from Albanian Diaspora who meets the following criteria can become a Development Agent to mediate foreign investments in Albania. The individuals applying to be certified as Development Agent must be at least 18 years old, should have a residence permit outside the Republic of Albania for at least 5 (five) years, and should have completed at least the secondary education. An “Interested Development Agent” is any individual from Albanian Diaspora, who is granted with the certificate from Connect Albania Unit for mediating the members of Albanian Diaspora and foreign Potential Investors with the Albanian state. A “Successful Development Agent” is a title approved by Connect Albania Unit based on the successful completion of an investment mediated by the relevant Interested Development Agent. Accordingly, Successful Development Agent(s) receive a bonus from the Connect Albania Unit for any successful investments in Albania and for employing Albanian employees in the new business established in Albania, according to the relevant provisions of the Regulation of Connect Albania Program.
Connect Albania Program administers the Register of Interested Development Agents which is made public and available to Potential Investors interested to invest in Albania through the mediation of Development Agents. Development Agents, regardless of whether they are only certified as Interested Development Agents or awarded as Successful Development Agents, are responsible for organizing contacts with individuals, entrepreneurs and foreign companies, which are interested in investing and entering in the Albanian market, as well as to provide the necessary information and documents in this process until the respective business is registered in Albania. Collaboration and legal relationship between the Interested Development Agents and Potential Investors are based on the rules related to confidentiality of information and data protection, and avoidance of conflict of interest and anti-corruption practices.
Connect Albania Program was launched on December 18, 2020 and has already started its journey by addressing the requests of individuals from Albanian Diaspora to be certified as Interested Development Agents and to mediate foreign investments in Albania.
The Diaspora Program of IOM (UN Migration Agency) in Albania is funded by the Italian Ministry of Foreign Affairs and International Cooperation and is implemented in cooperation with the Minister of State for Diaspora, the Ministry for Europe and Foreign Affairs, Ministry of Finance and Economy (through the Agency for Direct Investments in Albania (AIDA)) and the Italian Agency for Development Cooperation (AICS) in Tirana.
